Tulsi is quite expensive because the Tulsi plant is a small bush. So to make big Tulsi beads many Tulsi plans are required, however neem trees are very big and plentiful in India so the japa beads made from neem wood are very inexpensive in comparison to tulsi japa beads.

Neem japa beads are very auspicious because the neem tree is very pure and has extremly strong antiseptic properties. 

Lord Sri Caitanya Mahaprabhu was born underneath a neem tree and that is why He is called 'Nimai'.  The neem tree has very purifying and antiseptic properties. So these neem japa beads are very pure and auspicious.

Also to chant the Hare Krishna mantra on tulsi beads one needs to be following the regulative principles of Krishna consciousness. As Srimati Tulsi Devi is a pure devotee of Krishna it is offensive to chant on beads made from her wood if we are not strictly following the regulative principles.
